Obituary of Hugh Russell Locke

THE HONOURABLE MR. JUSTICE HUGH RUSSELL LOCKE, QC.

AUGUST 16, 1927 – SEPTEMBER 25, 2017

A man of integrity and principle who passed away in his 91st year.  Son of Ivy (Knox) and Lt. Col. Russell P. Locke, K.C.  Husband to Dallis Locke (Woollings) of Englehart, Ontario for 63 years.  Hugh took great pride in the accomplishments of his children David (Tenley Smith), Kathryn (Earl Ferguson) and Paula (Lou Strezos), and those of his grandchildren Victoria, Michael and Christopher Locke, Warren and Dallis Ferguson, and Matthew and Meghan Strezos.  Graduate of UTS, Trinity College and Osgoode Hall.  Founding partner of the storied law firm of Humphrey, Locke, Ecclestone and Kane where he practiced with excellence, humour and empathy for all.  Founding member and first president of the Criminal Lawyers’ Association of Ontario.  A decisive and model jurist of the Superior Court of Justice for 25 years.  After retirement, Hugh served on the Toronto Police Services Board, guiding it through a challenging time, and was also a member of the Ontario Review Board until 2015.  Beyond the law, he was a member of the Governor General’s Horse Guards, the Royal Canadian Military Institute and the Caledon Mountain Trout Club.  Hugh loved Dixieland jazz, military history, walking his Labrador Retrievers, and spending time with family and friends at Ravenswood in the Mulmur Hills.

He lived life well with “no regrets”.

The family will receive friends at the HUMPHREY FUNERAL HOME A.W. MILES – NEWBIGGING CHAPEL, 1403 Bayview Avenue (south of Davisville Avenue) from 4:00 – 8:00 p.m. on Tuesday, October 3rd.  A celebration of life will take place on Wednesday, October 11th from 5:00 – 7:00 p.m. at the Royal Canadian Military Institute, 426 University Avenue.  In lieu of flowers, donations would be gratefully accepted by the Department of Hematology at the Odette Cancer Centre at Sunnybrook Health Sciences Centre.  Condolences, photographs and memories may be forwarded through www.humphreymilesnewbigging.com.
