Obituary of Justice Colter
COLTER, The Honourable Mr. Justice W.E.C., Q.C., B.A., LL.B, LL.D Died peacefully at Mt. Sinai Hospital, Toronto on Tuesday, January 2, 2007 in his 90th year. Lovingly remembered by his wife Elizabeth (Betty) Duncan. Son of the late Aletha and Richard Colter, he was predeceased by his sisters, Gwendolyn Teskey, Lenore Kayes and Helen Dewar. Devoted father of Ann Christie and Patricia (Trish) Colter, grandfather of Kelly Read-Lyon and her husband Craig, father-in-law of Alan Christie and Paul Read, and uncle to Susan and Geoffrey Dewar and partner Allen, Beth and Bob Teskey, and great-uncle to James Dewar. Graduate of Osgoode Hall, University of Toronto (1937) and Ridley College, Judge "Bill� Colter practised law in Cayuga and Welland, ON, served as Senior County Court Judge in London, ON (1964-1974) and as Chief Judge of the County and District Courts of Ontario (1974-1983). He also served as Supernumerary Justice of the Ontario Court of Justice, General Division, during which time he was the Commissioner of the Royal Commission of Inquiry into the Niagara Regional Police Force. He retired in 1991. The family wishes to express heartfelt thanks to the medical team at Mt. Sinai Hospital, Toronto and, in particular, to Dr. Duncan Gordon.
